In 2004 it was recognized that truck up-fitter manufacturers who were installing a fourth axle on three axle straight trucks for various vocational applications did not have sufficient documentation to prove that the resulting vehicle complied with the Canadian Motor Vehicle Safety Act.  It was therefore decided by CTEA to perform consortium testing on sample generic vehicles to prove that four axles vehicles completed to specific specifications were compliant to CMVSS 121 and the appropriate test reports would be available.
